Deluxe Steak dinner

2 Tbsp Veg oil
1 sirloin steak (about 1 1/2 lbs) cut into thin strips
2 tsp salt
1/4 tsp black pepper
1/2 cup beef broth
4 cups shredded cabbage
1 1/2 cups grated carrots
1 cup long-grain rice
1 medium onion, chopped
1 (10 3/4 oz) can cream of celery soup
1 cup water
2 tsp soy sauce
1/2 cup shredded Cheddar cheese

Heat Veg oil in a large skillet over medium-high heat. Saute steak in hot oil, stirring continually, until browned, about 4 minutes. Sprinkle with black pepper and salt. Stir in broth. Cook, stirring occasionally, for 15 minutes.
Preheat the oven to 350.
Combine cabbage, carrots, rice, and onion in a large bowl and mix well. Stir in the steak.
Combine soup, water, and soy sauce in a small bowl and mix well. Stir into steak mixture. Spoon into a 3-quart baking dish.
Bake, covered, for 45 minutes. Sprinkle with Cheddar. Bake, uncovered, for 15 minutes longer.
